At least the find&replace conversion (by dialog or macro) would work reliably regardless of any different global locale. With a preset British number format one may get correct numbers in the first place. Somehow the text values get into the cells. An adequate locale setting (globally or by number format) is precondition to a successful conversion. If formatting would change the data type I would consider this behaviour as a bug.

So far, I've been manually changing these by first highlighting the two columns and changing the cell format to a date format, and then doing a Find&Replace, using. Most importantly, two columns will always contain dates, but in a text format. I regularly receive files which require formatting before they can be worked with further. You can assign the font directly or be using one of the defined styles.I'm very much a novice when it comes to macros, please bear with me on this. I could not find a good documentation which methods are available using the macro iterface. The font setting are also somewhere in there. You could process this file using ElementTree or lxml and change the field you need. If you unzip the odp-file there is a content.xml inside. LibreOffice files are basically just zip-files with xml or image files in it. Since macro recording does not seem possible in Impress, there might be another way that you could try.
